Is it compatible with Steamdeck and Rog Ally?

OneXGPU is Not compatible with Steamdeck and OG Rog Ally. For Legion Go and Rog Ally X would require to force install the "7840U driver Adrenalin 25.3.1" to be compatible.

How do I download the GPU driver?

You can search "RX 7600M XT driver" and download the "Adrenalin 25.3.1" driver on AMD website.

Does it support Hot Swap?

It depends on the port you are using. Thunderbolt 4 supports Hot Swap, so you can connect OneXGPU while your device is on. But OCuLink does NOT support Hot Swap, you have to connect OneXGPU while your device is off.

If an SSD is installed in OneXGPU, will it affect GPU performance since the GPU has to share bandwidth with the SSD?

The SSD won't consume much bandwidth, with little to no impact on eGPU. You can also connect the eGPU with OCuLink, SSD data transfer won't affect GPU data transfer then.
