Can the time be changed by the customer? Can I access the unit via the base?

Yes, there are two buttons at the back that allow you adjust/change the time and date. However the base appears to be sealed and not readily accessible.

The tubes were soldered to the PCB in the previous version. The current version of the clock has replaceable Nixie tubes.

Does it cause RF interferrence?

Not with me. Have a turntable with a valve preamp and had no interference from this thing. And it's pretty too!
