I need a camera to shoot at a distance of between 7 inches and 16 inches. How will the focus be on this camera?

Mine is mounted on a 3d printer monitoring the print head in operation (octoprint application). The focal distance is about 7 inches. The clarity is great. I would buy this item again.

how can i rotate the stream?

Doing video rotation on your Octoprint Raspberry Pi, will take a fair amount of horsepower. A Pi 4 might work, but that's overkill for the rest of Octoprint functions. And if you look for video rotation software, you'll find that most of it is for *recorded* video, not a live stream. So you'd probably need to find a video codec (coder/decoder) and do some fiddling with the video stream as it is flying by at several megabits per second. Do-able but not trivial. Have you considered just making a different mount so that the camera is pointing the way you want, and shift the video cable around to connect to Octoprint? My guess is you could find or design a different mount, and print it, in a fraction of the time needed for live video stream manipulation. But if you insist, you might start with Python and the OpenCV library (it can work with video streams), and take over control of the camera from Octoprint. Both Python and OpenCV will run on an R-Pi 3, but you may have to slow the video rate down to keep up with things. Or get an R-Pi 4. Or both.
