Yes there's enough room in the bowl for oil or water but You'd have to fill the bowl to capacity for one entire tealight

I don’t know what kind of metal it is but it’s necessary to prevent the stone from absorbing the hot wax.

Is this burner gray or green? It says gray, but all the picture show a green burner.
