do these need to be soaked for 15 minutes before use?

Once you soak them they should stay in water. If you get them soaked and let them dray out, they can warp and become very brittle. Other than that, Norton Wet Stones are the best on the market as far as I'm concerned. I've used them for years and have never had a problem. I built a special bench with a water thank in it to store them, and other wet stones I have. I use the DMT Diamond stones X-Course/Course and Fine/X-Fine for all the heavy material removal. Then go to the 1000, then the 4000 and finish with the 8000. Then I strop to get the hair splitting edge. Hope this helps you in your goals. John
