We have not testet it on Flea bites, so we cannot claim that. But, why not!!. Try it.

2 questions - does it work with ticks - and does it remove splinters?

Yes, my husband got a splinter in his hand recently and this little gadget pulled it up just enough for me to remove with a tweezers. Do it gently and slowly. The area where splinter lodges needs to be wide/flat enough for the suction to work. Can't say for ticks but I would think it might.

Does it work if it used when itching starts , which is sometimes not immediately after being bitten by mosquitoes?

Often it isn't obvious when first bitten and can still work when used at the point of feeling the location of the bite, as soon as possible is best
