Is the laptop eligible for windows 11 upgrade?

The one I purchased had 10 Pro but was eligible for a free 11 upgrade, so I upgraded without issues. I also did not need to mess with TPM 2.0 switches or anything. Your mileage may vary.

The Dell Latitude 7480 may or may not have the optional finger print biometric scanner. If you purchase from AAA PCs, we'll be sure to send you one with a finger print reader.

This laptop has an sd slot. is it microsdxc (microsd extended capacity) capable? what capacity maximum will it support?

There can be many variations of this machine since many features were optional at purchase. But according to User Manual 2, there is a Micro SD slot and it is not marked in the manual as optional, so there should be one. (my machine still in shipping, so this answer is according to downloaded manual.
