Is the 10.3 in considered the depth?

Yes, but just measured ours and they are 10 5/8" deep X 15.5" wide X 8" tall. Hope that helps.

Yes, vertically (up/down, one or more on top of the other(s)), as shown in the picture. (Another answer states "horizontally", which is nonsensical.)

how much weight can this support? I want to stack some heavy stainless steel or cast iron pots.

I actually put this to the test and put a heavy stack of my stainless steel pans on it. Worked great. Also tried it with a very heavy cast iron dutch oven and it held fine. No clue if it would bend over time under the weight, but they worked fine at this point. Hope that helps.
