Can this be used safely in the rain?

I used mine in heavy showers during a dog show for 4 hrs with no ill affect to the megaphone (I was drenched though).

It is plastic but of good quality and the megaphone is also of good quality.

Does this have a recording and playback function?

No. Its just the megaphone. I'd get the extra version with the separate microphone for a few extra quid.
