Hi. Yes you can. Once case is on the sd card can be easily slotted in and out without removing case.

Would a RPi B+ fit in this case?

Does raspberry pi 4B fit in ?

Not unless you are prepared to a bit of grinding out of the case. This case was originally designed for the 2B, and the 3 series has an identical layout, but the 4B has a different layout, for example two mini hdmi ports instead of a single large hdmi port.

My case came with 3 small pieces of heat-sink type metal and 8 tiny screws. What are these for?

The screws are probably to screw the board into the case, but the pi clips into place and is secure without them. The heatsinks would be for the cpu and usb controller, the two main chips on the board.
