are the double and trebles on the pdc board bigger than the bdo board

Not sure but I imagine BDO doubles and trebles would be considerably bigger, you know, because the players would struggle to hit a barn door with a javelin

Do i need heavy darts

You shouldn't, it's a pretty good board. If your darts aren't staying in the board, try rubbing sandpaper on your points like MVG and some other players do.

Could this be used/kept outside?
