Does the single pillar scratch post come in two parts to be assembled or is it one long solid post?

The post is in 2 parts, you just screw them together to make one long post. Then you screw the post into the base. So easy.

I am not sure what you mean by practical but my cat loves it. I have got one in nearly every room and this stops her scratching the furniture.

Diameter and circumference are not the same thing! 3” diameter would give around a 9” circumference, just a little over.
